CCG FOI 735 – Bariatric Surgery

1)    What criteria do patients need to meet in order to be to be referred for bariatric surgery in your Clinical Commissioning Group (CCG) area?

2)    Will these criteria change or stay the same going forwards into financial year 2017?

NHS Stockport CCG are procuring a new service on a North West basis, led by NHS England with Greater Manchester CCG  representation led by Salford CCG. Commissioning arrangements are due to transfer from NHS England Specialist Commissioning team to CCGs in April 2017. A procurement plan is in place to tender on a NW basis. No planned changes to eligibility criteria.

4)   Will your CCG’s 2017 bariatric surgery criteria be in line with the National Institute for Health Care Excellence (NICE’s) latest clinical and quality standard guidelines for bariatric surgery?

As far as we know there are just 2 exceptions where it doesn’t align to NICE recommendations.

a.       1.11.2 Consider an assessment for bariatric surgery for people with a BMI of 30–34.9 who have recent-onset type 2 diabetes[12] as long as they are also receiving or will receive assessment in a tier 3 service (or equivalent). [new 2014]

b.      Re 1.11.3 Consider an assessment for bariatric surgery for people of Asian family origin who have recent-onset type 2 diabetes[12] at a lower BMI than other populations (see recommendation 1.2.8) as long as they are also receiving or will receive assessment in a tier 3 service (or equivalent). [new 2014]

5)   If any, what additional criteria will patients in your CCG’s area have to meet in order to be referred for bariatric surgery over and above those set out in the NICE quality standards? See above questions

(For example; a 10% weight loss prior to referral).

6)  Does your CCG fund tier 3 weight loss programmes within the area? Yes

7)  How many patients were referred by your CCG for bariatric surgery in the last financial year (year end 2015)?

This data is not available. The Tier 3 weight loss contract was not signed until January 2016

8)    How many have you referred to date in 2016? 4

9)   Does your CCG keep records as to how many of the patients referred for bariatric have type 2 diabetes? If these are recorded can you please supply figures for year end 2015 and to date 2016?
