Host Commissioner Responsibilities – Stockport CCG

NHS Stockport Clinical Commissioning Group (CCG) has a duty to monitor local hospitals in its geographic boundaries, both within the NHS and the private sector. In instances where a specialist mental health inpatient unit is providing care, commissioned by CCG, to people with a learning disability, autism or both, Stockport CCG is the host CCG.

This includes assessment and treatment units, long-term rehabilitation units, and other specialist inpatient units, including those delivering care to individuals with complex needs and/or mental illness. This includes both NHS and independent sector provision. There are two independent hospitals within Stockport and three NHS hospitals which are part of this category:

  • Stepping Hill Hospital (NHS)
  • The Meadows (NHS)
  • Heathfield House (NHS)
  • Arbour Lodge Hospital (Private)
  • Cheadle Royal Hospital (Private)

Stockport CCG’S role as Host Commissioner is to:

  • Work closely with colleagues in contracts and quality to maintain quality surveillance of our local independent hospitals.
  • Be the point of contact for all placing CCGs and the Care Quality Commission (CQC) in relation to quality assurance queries.
  • Collate intelligence and triangulate information to address any quality or safety issues.
  • Share and request intelligence across commissioners that are placing people in Stockport.
  • Work closely with providers to develop actions that will deliver quality improvement.

The role of another CCG placing someone in the Stockport area is to:

  • Approach Stockport CCG prior to admitting a person into the area to identify any concerns.
  • Retain commissioning oversight for the clinical care of people placed in Stockport, including discharge planning, and ensuring contingency plans are robust.
  • Undertake regular commissioning reviews including new commissioning visits.
  • Quality Surveillance: Discuss with Stockport CCG about any quality or governance concerns identified within the independent hospitals.
  • Participate in assurance meetings across CCGs. The purpose of these is to share information and work together to support independent hospitals to maintain quality, mitigate risk and resolve concerns.
