Level 1
Target Audience/Eligibility Criteria
Reception, Administrative and Secretarial staff (with the exception of manager/lead roles of these groups who need Level 2) and volunteer staff.
Completion of the relevant competencies as outlined in the RCGP safeguarding standards for general practice.
Additional Information
- All new staff members should, within their induction period:
- Have a practice/organisational safeguarding induction AND
- Complete relevant safeguarding Level 1 e-learning modules
- Annually – Complete Level 1 Safeguarding Updates. Updates could be face-to-face or virtual. It could include watching a recording update
Options for training include:
- Available via elfh – Safeguarding Adults Level 1. The course name is ‘Safeguarding Adults – Level 1’
- Available via elfh – Safeguarding Children Level 1. The course name is ‘Safeguarding Children – Level 1’
Level 2
Target Audience/Eligibility Criteria
Level 2 applies to the following staff:
- Practice Managers (Including Deputy Managers) and equivalent leadership roles (see additional requirements for practice managers)
- Care Navigators
- Reception Managers
- Safeguarding Administrators
- Managers/Leads of the administrative/secretarial teams
- Health Care Assistants
- Pharmacy Technicians
Completion of the relevant competencies as outlined in the RCGP safeguarding standards for general practice.
Additional Information
- Any current staff member moving into a Level 2 role should, within 1 month of starting:
- Complete relevant safeguarding Level 2 e-learning modules
- Have a safeguarding induction with an appropriate senior leader e.g. Practice Manager/Practice Safeguarding Lead depending on the nature of the role. The induction should include:
- Discussion about the safeguarding structure, policies and procedures within the practice/organisation
- Identification of any areas of professional development related safeguarding
- Annually – Complete Level 2 Safeguarding Updates. Updates could be face-to-face or virtual. It could include watching a recorded update
Options for training include:
- Available via elfh – Safeguarding Adults Level 2. The course name is ‘Safeguarding Adults – Level 2’
- Available via elfh – Safeguarding Children Level 2. The course name is ‘Safeguarding Children – Level 2’
Level 3
Target Audience/Eligibility Criteria
Level 3 applies to the following staff (and equivalent roles)
- GPs, Practice Nurses, Physician Associates, Nursing Associates, Pharmacists, Paramedics, Advanced Care Practitioners, Advanced Nurse Practitioners, Social Prescribers, Mental Health Workers, Physiotherapists, Podiatrists, Dieticians and any similar ARRS (Additional Roles Reimbursement Scheme) roles
- Primary Care Network (PCN) safeguarding roles in England, such as PCN Safeguarding Coordinators
- GP Trainees, who should refer to the specific safeguarding training requirements for the WBPA part of the MRCGP exams
Completion of the relevant competencies as outlined in the RCGP safeguarding standards for general practice.
Additional Information
- All new Level 3 members should within their induction period:
- Have a practice/organisational safeguarding induction AND
- Complete relevant safeguarding Level 3 e-learning modules such as RCGP e-learning modules on core safeguarding in general practice (or provide evidence of prior completion)
- Meet with the practice/organisational safeguarding lead, their deputy or other relevant senior leader within one month of starting their new role to
- Discuss the safeguarding structure, policies and procedures within the practice/organisation
- Identify any areas of professional development need related to safeguarding
- Annually – Level 3 safeguarding updates should be aligned to the RCGP safeguarding standards for general practice
- Complete a Level 3 Safeguarding Update. Updates could be face-to-face or virtual. It could include watching a recorded update
- Complete Safeguarding Reflective Practice – Structured Template 1.docx

Options for training include:

- RCGP e-learning (as above)
- Named GPs from across GM will be delivering some L3 Safeguarding training, aimed at all GP Practice teams across Greater Manchester. The training sessions will be delivered on a monthly basis over Microsoft Teams, with invites sent out by your Safeguarding Business Support to all Safeguarding Leads in GM, invites will be cascaded to clinical teams in practice to join should they wish. - There are a range of level 3 modules available on elfh. These modules can be accessed via e-learning for healthcare – https://www.e-lfh.org.uk/programmes/safeguarding-children/
- One key module that is recommended as part of your Safeguarding Adult Level 3 Training requirements is the Future Learn modules on elfh – https://www.futurelearn.com/courses/level-3-safeguarding-adults
- Each Masterclass (x4 per year) for GPs and their practice staff will have a dedicated session for safeguarding children/adults training which is mapped at the level 3 competency
- Links sent out by the Safeguarding Team about local and national safeguarding conferences, multi-agency updates on local and national safeguarding reviews including 7 minute briefings and new NHS GM guidance can be discussed and reflected on with practitioners and their safeguarding lead as part of their level 3 training and put into their training passport
- National Skills Academy for Health (Children) – Skills for Health, please note there is a cost to complete this course, which is not funded by NHS Greater Manchester (Stockport)

- Mental Capacity Act training is available via elfh. There are 11 e-learning modules that can be accessed via the e-LfH hub – https://portal.e-lfh.org.uk/, selecting My Account>Enrolment and selecting the programme (search MCA). You can then access the programme immediately in the My e-Learning section. Completion of these modules can contribute to your level 3 Safeguarding Children and Adults intercollegiate training requirements
